A bulletin ( used for informational purposes only) is typically issued by the manufacturer to their respective automotive dealerships to detail possible repairs for a preexisting condition. As it's not a recall, it is the dealer's discretion as to whether they will make the fixes or notify their customers. Also known as a TSB, they are also used to assist service technicians with vehicle issues.
When a manufacturer notifies all automotive owners and dealerships of a defective condition within a specific vehicle, a recall is issued. The condition is usually severe and may affect the safety and operation of the vehicle. Any repair and service work as dictated by the recall is completed at no charge to the owner of that vehicle.
